Information Dissemination under Right to Information Act 2005

 

1. Clause 4 (1) (b) (i): The particulars of organization, functions and duties

Central Manufacturing Technology Institute, is an Autonomous Research & Development Organisation (Registered Society) under the administrative control of Department of Heavy Industries, Ministry of Heavy Industries & Public Enterprises, Government of India. The main activity of the Institute is - Research & Development in the field of Manufacturing Technology.

 

2. Clause 4 (1) (b) (ii): The powers and duties of officers and employees

The activities of the Institute is managed / controlled by the Governing Council, constituted by the Government and the day to day activities are managed by the Director who is the Chief Executive Officer of the Institute. The activities of the Institute are grouped in to six major divisions. The Technical Divisions are headed by the Joint Directors who are the senior most Officers – next to Director. The functional Organisational chart of the Institute is as per ANNEXURE – A

 

3. Clause 4 (1) (b) (iii) : The procedure followed in the decision making process, including channels of supervision and accountability

The affairs of the Institute are administered, by the Governing Council constituted by the Government of India - DHI - Ministry of Heavy Industries & Public Enterprises and is the over all controlling body of the Institute. The Governing Council consists of the President, Vice President & Members nominated by the Government and the activities of the Institute are administered, directed & controlled in accordance with the Rules & Regulations of the Institute.

The Following are the authorities of the Institute;

    • President of the Governing Council
    • The Director
    • The Financial Advisor
    • The Secretary

The Director is the Principal Executive of the Institute. The powers & Functions of the above authorities are as specified in the Memorandum of Association (MOA).

Basically, the Institute undertakes R&D oriented sponsored project works – Design & Development in the area of manufacturing Technology and executes projects on turnkey basis. The project costing is worked-out by the Project Co-ordination and Customer Relations Department in consultation with Design, Manufacturing, Assembly& Finance Departments. The decision making is decentralized on the work related basis with overall control by the Director. Functional duties, Channels of supervision, accountability are as per the Organisational chart as at ANNEXURE – A

 

4. Clause 4 (1) (b) (iv): The norms set by it for the discharge of its functions

The nature of functions are not standardized as these functions are “ one off” in nature and there is no continuous production orientation of any particular type of operation. The activities are different for each project based on the need and requirement of each sponsored project. However, the Director monitors & reviews the overall activities, functions, stage progress & process involved, the overall cost of operation of each project etc. for the effective functioning of each Department involved in the Project execution and Delivery.

 

5. Cause 4 (1) (b) (v): The rules, Regulations, Instructions, Manuals and Records, held by it or under its control or used by its employees for discharging its functions

The Memorandum of Association and Rules & Regulations are the two basic regulations of the Institute, which describe the overall functioning and activities of the Institute. Based on these two Regulations, the Institute, with the approval of the Governing Council, which is the controlling body of the Institute, has framed various Guidelines, Rules and Regulations for the day to day administration and also for regulating the service conditions of its employees and other activities of the Institute in course of its functioning.

The following are some of the Rules & Regulations referred by the Institute for administration and regulating the service conditions of the employees of the Institute:

 

 

6. Clause 4 (1) (b) (VI):a statement of the categories of documents that are held by it or under its control

 

7. Clause 4 (1) (b) (vii) : The particulars of any arrangement that exists for consultation with or representation by, the members of the public in relation to the formulation of its policy or implementation thereof

The Governing Council consists of representatives of IMTMA, CII, private Industries and Government organizations such as Planning Commission, Dept. Of Science &Technology etc. The consultation is through their representative of the respective member organizations in the related subject of discussions.

The Governing Council (GC in short) is constituted by the Government of India and the members are drawn from the above bodies apart from representatives from DHI - HI & PE, Director & Financial Advisor of the Institute.

 

8. Clause 4 (1) (b) (viii): a statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public

The Governing Council is the highest policy making body of the Institute and the decision taken by the GC, subject to Government approval, are implemented for functioning/ administration of the activities of the Institute. As per the Bylaws, the GC should hold at least two meetings per year and its meeting.

 

The following documents are not parted with either to the employees or to the general public:

 

  1. Proceedings/Minutes of the Meetings of Governing Council of CMTI/Research Advisory Body/Other Committee meetings.
  2. Recommendations of the Recruitment/Selection Committees for direct recruitment
  3. Recommendations of Senior Staff Selection Committee/Departmental Promotion Committees of CMTI
  4. Departmental Enquiries, Correspondence/Noting, documents, proceedings, Findings, Final orders except to aggrieved employees.
  5. Quotations/Offers sent to various clients/customers for various sponsored Projects/other Technology projects
  6. Investigation Reports of various Committees relating to Loss/Damage/Theft cases etc.
  7. Design/R&D reports, Inventions, details of Prototype Development, details of product development of third party etc.

 

 

9. Clause 4 (1) (b) (ix): A directory of its officers and employees

The Directory of its Officers and employees along with the internal telephone number is as per ANNEXURE – B.

 

10. Clause 4 (1) (b) (x): The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations

The employees of the Institute are covered under the pay & allowances as applicable to Central Government Employees. The details of remuneration paid to its employees are per ANNEXURE – C1. 

 

The designation-wise staff strength of the Institute as on 01/08/2017 is as per ANNEXURE – C2

 

11. Clause 4 (1) (b) (xi): The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made

Details of the budget allocation for the year 2014-2015 for Plan projects and non-plan allocation is as per the ANNEXURE – D

 

12. Clause 4 (1) (b) (xii): The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes

Not applicable as there are no subsidy programmes undertaken by the Institute.

 

13. Clause 4 (1) (b) (xiii) : Particulars of recipients of concessions, permits or authorizations granted by it

Not applicable as no permit or authorization are granted by the Institute.

 

14. Clause 4 (1) (b) (xiv) : Details in respect of the information, available to or held by it, reduced in an electronic form

The Project related technical information of clients works / sponsored projects is held.

 

15. Clause 4 (1) (b) (xv) : The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use

The information may be obtained by the Citizens on any working day subject to payment of specified fee of Rs.10/ by way of cash remitted to the Accounts Department / or by Demand Draft. The Information will be made available within thirty days of receipt of application, on payment of specified charges @Rs.2/-per page, if applicable. However, the information may be down loaded from the Institute’s website – www.cmti-india.net / right to information free of cost. The actual charges for compilation will be charged if the Information sought by the applicant requires be compiling and supplying. The detailed procedure for obtaining the information under the provisions of the RTI Act. is specified in ANNEXURE-E

17. Clause 4 (1) (b) (xvii): Such other information as may be prescribed

The Institute prepares Annual Report every year, which contains the details of annual / yearly receipts / expenses, Plan & Non-Plan grants, staff strength, clients details/profile, List of President and Members of Governing Council, Technical Developments, etc., during the year, at the Institute. In addition, the Institute also publishes the a monthly magazine titled – MANUFACTURING TECHNOLOGY TODAY which brings out Technical Articles, Abstracts of developments in the Manufacturing Technology, Abstract of Patents and article on Patents, details of Training Programmes, Important events at the Institute during the month, Calendar of events, etc.
